Rental Policies and Procedures
Please read the following policies. If you feel you meet the guidelines for qualifying, we encourage you to submit an application.
Fair Housing
It is our policy to strictly adhere to all fair housing laws under Title VIII of the Civil Rights Act of
1968 as amended by the Housing and Community Development Act of 1974. No Applicant shall be
discriminated against or denied housing because of race, color, religion, sex, national origin, familial
status or disability.
Tenant Selection and Application policy
- Screening of Applicant(s) will include minimum income requirements for the following units:
- Ethel Parnell Place Apartments - equal to 2.5 times the total unit charges
- Boulevard Square Apartments – equal to 2.5 times the total unit charges
- In addition, the number of people who will be residing in the unit, employment history, rental or
mortgage history, credit bureau report and public records will be requested as apart of the screening process. Tenant selection will be based upon information learned during the screening. If we are unable to collect all necessary information your application will be denied.
- The last two (2) years of resident history is required. You must provide all of the telephone numbers, fax numbers, email addresses and physical addresses which we need in order to evaluate your past resident history. If you moved out owing a landlord money or damaged the property in any manner; or a previous landlord has started an eviction process against you, residency at our community will be denied. Please note that all persons that will reside in the apartment must be listed on the application.
Application Fees
- The application fee is $45 per adult. The application fee can be paid by money order, online, or cashier’s check only. No cash or personal checks will be accepted. This fee is due per person over the age of 18 applying for lease. Each adult applicant is required to submit a complete application packet even if married. The application packet must be completed in its entirety before an application fee will be accepted.
- Once your application is approved a $500 deposit is required for Ethel Parnell Place Apartments and a $700 deposit is required for Boulevard Square Apartments. This must be paid by money order or cashier’s check only. We will not accept deposits for applications that have not been approved.

- Any rejected applicant(s) will be given notification within 5-7 business days of the grounds for rejection. Any approved applicant(s) will be given notification within 5-7 business days.
- Upon signing the lease, the full rental deposit and first month’s rent or prorated rent (if any) must be paid. No apartment will be held without a deposit.
- You will have two weeks from signing the lease to provide us proof of renter’s insurance. Renter’s insurance is a requirement for all tenants to have and you will also need to have SouthFair CDC listed as a certificate holder.
Waiting List
- Units will be leased on a first-come first-serve basis. If there are no vacancies at the time of inquiry, the applicant(s) can choose to have their names added to a waiting list. This written waiting list will be in chronological order based on the date of application. The applicant name will be on the waitlist for 60 days only. Applicant can contact the office to be put back on the wait list if they so choose.
Complete Background Check
- CRIMINAL HISTORY
The criminal history of all household members over the age of eighteen (18) will be reviewed for past crimes against persons. Applicant(s) with criminal history that occurred within the past two years will be denied residency in our community.
- DRUG-FREE HOUSING AND GANG ACTIVITY
SouthFair is committed to providing quality housing and make a strong stand against drugs and drug-related activities. If any applicant(s) is or was involved in the past two years in either activity, your application for residency will be denied.
- RENTAL VERIFICATION
Applicant(s) must complete a rental verification form so SouthFair can verify move-out conditions from their previous landlord.
- REFERENCES
Applicant(s) must provide a minimum of (3) persons to be contacted as references by our offices.
Income Criteria
- You must have at least two (2) consecutive years of work history. At least four (4) consecutive and recent paystubs must be provided, and an employment verification form must be completed. We will submit this form directly to your employer
- If an applicant(s) receives public assistance they must provide a copy of their voucher award. For those receiving Social Security/Disability Income they must provide a copy of their most recent monthly award letter. It must be dated within in the current year.
Pets
Approval and Move-In Conditions
South Fair CDC will continue to advertise and consider all other applications for the subject property until the following has been provided:
- Application(s) have been paid for, completely verified and approved.
- All Applicants have provided form of current Photo I.D and a copy of their Social Security Card(s).
- Security Deposit has been received.
- A rental agreement has been signed.
Other Pertinent Information
- Once applicant is notified to make an application, applicants will have 48 hours to submit a complete application along with all supporting documents. If not received before this deadline their application will be considered incomplete and will not be processed. We will move on to the next applicant.
- Any approved or rejected applicant(s) will be given notification within 5-7 business days on the grounds for approval or rejection. This applies as of the date of receiving fully completed applications and all supporting documentation from applicant and third party.
- Upon signing the lease, the full rental deposit and first month’s rent must be paid. If move in occurs on or after the 15th, then prorated rent plus next month’s rent will be due at lease signing.
- Deposit payment must be submitted separate from rent payment. No apartment will be held without a deposit.
- You will have two weeks from signing the lease to provide us proof of renter’s insurance. Renter’s insurance is a requirement for all tenants to have. You will also need to have SouthFair CDC listed as a certificate holder or additional interest.
