Thank you for applying with COCM! Please be advised that our management company reserves the right to require a guarantor (commonly referred to as a co-signer), additional deposit, or deny residency. Each leaseholder must be of legal age to enter into a contract in the state in which they reside (19 in Alabama & Nebraska, 18 otherwise; subject to change). Each applicant who is a full time student should have a guarantor or an institutional co-signer financially guarantee their lease(s). The application process includes verification of income, a credit report obtained on the applicant and/or guarantor, and a criminal history report obtained on the applicant. Details regarding the verification process are as follows:
For All Applicants: Criminal History: A search will be conducted for each applicant’s criminal history. Applicant information will be entered into a scoring model to determine eligibility. In the event applicant is denied under the criminal scoring model, applicant may appeal the decision and submit mitigating evidence to Landlord. Relevant evidence may include but is not limited to: the facts or circumstances surrounding the criminal conduct, the age of the applicant at the time of the conduct, evidence that applicant has maintained a good tenant history before and/or after the conviction or conduct, and/or evidence of rehabilitation efforts. All appeals will be reviewed within 30 days.
Occupancy: Due to the limited square footage of the bedrooms in, and the dormitory style configuration of, our rental units, we generally limit the occupancy of a private room with a single bed in an apartment unit to one resident and an apartment unit with two single beds to two student residents. We will consider requests for exemptions from these occupancy standards as necessary to comply with Fair Housing laws, such as, for example, when a resident is the parent or legal custodian of minor children or when the condition of a disabled resident requires a live-in aide.

Fees/Deposit: Processing, administration, and/or application fees may be required and must be paid in full prior to moving into the property. An additional security deposit may be required as well. In the event that an additional deposit is required, it must be paid thirty (30) days prior to lease commencement.
Those Qualifying with a Guarantor: Income & Credit Screening: A credit check will be processed through Western Reporting on each guarantor to verify account credit ratings. Guarantor must verify income in the amount of at least three (3) times the monthly rent. The information provided on the application will be put into a scoring model to determine guarantor eligibility to qualify and amount necessary for security deposit. Unfavorable factors which will negatively influence this score include, but are not limited to: rent/income ratio, collections, judgments, bankruptcy, foreclosures, charge-off, repossession and current delinquency.
Western Reporting Online Leasing Model: 600 or higher meets the credit criteria set. 450-599 is a conditional acceptance requiring an additional security deposit equivalent to one (1) month’s rent. 449 and below results in an automatic denial unless the candidate can pay a security deposit in the amount of two (2) month’s rent and the lease term in full.
Those Qualifying On Their Own: Institutional Co-Signer Option: Applicants who do not have their own guarantor, or whose guarantor does not qualify, have the option to apply with an approved third party co-signing partner. Generally, the approved third party co-signing partner charges a one-time fee to co-sign for the term identified on the lease. Applicants will fill out a separate application directly through the co-signing partner to determine eligibility. Once the applicant has been fully approved by the co-signing partner, signed the co-signer agreement, and paid their fee, the lease will be considered complete.
Self-Qualifying Option: Applicants who do not have their own guarantor, whose guarantor does not qualify, or are not qualified with an Institutional Co-Signer have the option to self-qualify. Under this option, a credit check will be processed through Western Reporting.
For applicants qualifying with Financial Aid or Scholarships: If applicant is qualifying with financial aid or scholarships for income qualification, documentation is required specifying an amount of at least 6 times the total monthly rent and the student must pay a $250 non-refundable reservation fee, in lieu of a security deposit and/or required payment of the full lease term. The reservation fee will be due in addition to any Processing, Application, and/or Admin fees due when the application is submitted. The fee is required unless the student has an approved guarantor.
For all other self-qualifying applicants: Applicant must meet all standards as described above under 'Those Qualifying with a Guarantor: Income & Credit Screening', except as follows:
Applicant must provide proof of income in the amount of at least two (2) times the monthly rent.
If applicant is approved conditionally, a security deposit in the amount of two (2) months' rent is required and due thirty (30) days prior to lease commencement.
Applicant must provide proof of employment by verification of paycheck stubs and 6 months of good rental history. Rental history can have no more than 1 late rent or 1 NSF in a 6 month period. If evictions have been filed, applicant will be denied.
In the event that an applicant does not have credit that meets the qualifying criteria and does not qualify under another option available under these criteria, the applicant may pay for the entire lease term upfront and will be required to pay a security deposit in the amount of two (2) months' rent due thirty (30) days prior to lease commencement.
International Qualifying Option: Applicants must pay a security deposit of two (2) month's rent which is due thirty (30) days prior to lease commencement. Applicants must provide either a current bank statement, current Financial Aid letter or current Scholarship letter which proves income is three (3) times the monthly rent. If applying from inside the US, a valid I-20, or DS-2019 from The US Department of Justice or The Department of Homeland Security and an active passport. If applying from outside the US, a valid F-1 or J-1 Visa is required in addition to the previous requirements.
Capstone On-Campus Management, LLC (COCM) supports the Fair Housing Act as amended, prohibiting discrimination in housing based on race, color, religion, sex, national origin, handicap or familial status. All applicants and/or guarantors are subject to a criminal and/or credit check with approval through a third party applicant screening agency and meet the standards below to include, but not limited to: prospective residents currently on parole, probation and/or suspended sentence for any conviction, or who have been charged with, pled "guilty" or "no contest" to, and/or convicted of any felonies, certain misdemeanors, or any unlawful conduct involving a minor will be disqualified.
Application Requirements
US CITIZENS:
- Complete a standard application form and lease agreement package.
- Submit the $45 application fee.
- A parent or sponsor guarantor is required to co-sign the Lease Agreement and must be at least twenty-five years of age.
NON-CITIZENS:
- Complete a standard application form and lease agreement package.
- Submit the $45 application fee.
- A parent or sponsor guarantor, who is a US citizen & over twenty-five years of age, is required to co-sign the Lease Agreement.
GUARANTORS:
- The guarantor must be at least 25 years of age and preferably a family member.
- The guarantor must be a US citizen and reside in the United States.
Applicant understands in order to secure use of a bed space within an apartment, they must complete all Lease Agreement paperwork and pay all fees. Applicant understands that if, at any time, there are un-Leased bedroom spaces in the applicant's assigned apartment, Capstone On Campus Management (COCM), as Agent for Lindo Paseo, LLC reserves the right to assign roommates without prior notice and/or relocate the applicant to another unit. Applicant further understands that roommate compatibility is NOT guaranteed.
Applicant represents that all of the above information is true and complete and authorizes the verification of same by reasonable means. Any misrepresentation or omission may be cause for the rejection of this application and/or the termination of the Lease Agreement. Applicant further authorizes free exchange of information between San Diego State University, or other higher education institution and COCM, including but not limited to the applicant's student status, academic records, judicial records, and financial records.
Applicant understands that a financially responsible Guarantor (over the age of 25) and US Citizen and residing in the US is mandatory for the completion of the Lease Agreement process for both citizens and non-citizens. Failure or refusal to provide documentation may result in the cancellation of this application and any resultant Lease Agreement.
Please be advised that incomplete, inaccurate or falsified information will be grounds for dismissal. Any individual, who may constitute a direct threat to the health and safety of an individual, the community, or the property of others, will be denied.
DISCLOSURE AND AUTHORIZATION

DISCLOSURE REGARDING BACKGROUND INVESTIGATION
Western Reporting, Inc. ("the Company") may obtain information about you from a consumer reporting agency for tenant screening purposes. Thus, you may be the subject of a "consumer report" and/or an "investigative consumer report" which may include information about your character, general reputation, personal characteristics, and/or mode of living, and which can involve personal interviews with sources such as your neighbors, friends, or associates. These reports may contain information regarding your criminal history, social security trace, employment and education references, credit history, professional licenses and credentials. You have the right, upon written request made within a reasonable time after receipt of this notice, to request disclosure of the nature and scope of any investigative consumer report. Please be advised that the nature and scope of the most common form of investigative consumer report obtained with regard to applicants for residency is an investigation into your rental performance history conducted by Western Reporting, Inc, 8789 S. Highland Drive, Suite #300, Sandy, UT 84093, Phone: 800-466-1996, Fax: 800-351-4558, or another outside organization. This Disclosure and Authorization allows the Company to obtain from any outside organization all manner of consumer reports and investigative consumer reports now and, if approved for residency, throughout the course of your tenancy to the extent permitted by law. As a result, you should carefully consider whether to exercise your right to request disclosure of the nature and scope of any investigative consumer report
New York and Maine applicants or residents only: You have the right to inspect and receive a copy of any investigative consumer report requested by Western Reporting, Inc.. by contacting the consumer reporting agency identified above directly.
ACKNOWLEDGMENT AND AUTHORIZATION
I acknowledge receipt of the DISCLOSURE REGARDING BACKGROUND INVESTIGATION and A SUMMARY OF YOUR RIGHTS UNDER THE FAIR CREDIT REPORTING ACT and certify that I have read and understand both of those documents. I hereby authorize the obtaining of "consumer reports" and/or "investigative consumer reports" at any time after receipt of this authorization and, if I am approved for residency, throughout my tenancy. To this end, I hereby authorize, without reservation, any law enforcement agency, administrator, state or federal agency, institution, school or university (public or private), information service bureau, employer, or insurance company to furnish any and all background information requested by Western Reporting, Inc, 8789 S. Highland Drive, Suite #300, Sandy, UT 84093, Phone: 800-466-1996, Fax: 800-351-4558, another outside organization acting on behalf of the Company, and/or the Company itself. I agree that a facsimile ("fax"), electronic or photographic copy of this Authorization shall be as valid as the original.
NOTICE REGARDING BACKGROUND INVESTIGATION PURSUANT TO CALIFORNIA LAW
A SUMMARY OF YOUR RIGHTS UNDER THE PROVISIONS OF CALIFORNIA CIVIL CODE §1786.22.
The Investigative Consumer Reporting Agencies Act (ICRA) is designed to promote accuracy, fairness, and privacy of information in the files of every "consumer reporting agency" (CRA). You can find the complete text of the ICRA, at the California Privacy Protection web site (http://www.privacy.ca.gov/icraa.htm). The ICRA gives you specific rights, as outlined below.
(a) An investigative consumer reporting agency shall supply files and information required under Section 1786.10 during normal business hours and on reasonable notice.
(b) Files maintained on a consumer shall be made available for the consumer's visual inspection, as follows:
- In person, if he appears in person and furnishes proper identification. A copy of his file shall also be available to
the consumer for a fee not to exceed the actual costs of duplication services provided.
- By certified mail, if he makes a written request, with proper identification, for copies to be sent to a specified
addressee. Investigative consumer reporting agencies complying with requests for certified mailings under this
section shall not be liable for disclosures to third parties caused by mishandling of mail after such mailings leave
the investigative consumer reporting agencies.
- A summary of all information contained in files on a consumer and required to be provided by Section 1786.10
shall be provided by telephone, if the consumer has made a written request, with proper identification for
telephone disclosure, and the toll charge, if any, for the telephone call is prepaid by or charged directly to the
consumer.
(c) The term "proper identification" as used in subdivision (b) shall mean that information generally deemed sufficient to identify a person. Such information includes documents such as a valid driver’s license, social security account number, military identification card, and credit cards. Only if the consumer is unable to reasonably identify himself with the information described above, may an investigative consumer reporting agency require additional information concerning the consumer's employment and personal or family history in order to verify his identity.
(d) The investigative consumer reporting agency shall provide trained personnel to explain to the consumer any information furnished him pursuant to Section 1786.10.
(e) The investigative consumer reporting agency shall provide a written explanation of any coded information contained in files maintained on a consumer. This written explanation shall be distributed whenever a file is provided to a consumer for visual inspection as required under Section 1786.22.
(f) The consumer shall be permitted to be accompanied by one other person of his choosing, who shall furnish reasonable identification. An investigative consumer reporting agency may require the consumer to furnish a written statement granting permission to the consumer reporting agency to discuss the consumer's file in such person's presence.

The undersigned understands that unit availability is not guaranteed and that by submitting this application as interest in a bed space in a unit at The Essential, the undersigned is not guaranteed a lease. The undersigned understands that should a lease offer be sent, they must complete all Lease Agreement paperwork and pay all fees to secure use of a bed space within a unit. The undersigned warrants that the above stated information - including but not limited to, credit and/or criminal information, employment information, and rental history - is true and correct.
